On October 18, the RA NA deputies took part in the sittings of the IPA CIS Permanent Commissions in Saint Petersburg.

The Deputy Chair of the NA Standing Committee on Foreign Relations Hermine Naghdalyan took part in the Permanent Commission on Economy and Finance, MPs, experts, representatives of the higher educational and scientific institutions took part in the sitting.

More than one dozen items were included in the agenda of the sitting, including the item of the re-election of the Chair of Permanent Commission and Deputy Chairs. The IPA CIS Deputy Secretary A. Dolzhikov presented Hermine Naghdalyan’s candidacy in the post of the Committee Chair, introduced her biography, after which the RA NA delegate was unanimously re-elected in the Committee Chair’s post. The item of the Committee Chair was also debated, the representatives of the parliaments of Belarus and Tajikistan.

The draft law of the Tax Model Code for the CIS Member States, proposals on public-private partnership, engineering activities and engineering, water transport, price formation, section construction and the model draft laws. The Rules of Procedure and the composition of the Expert Council on Economy adjunct to the IPA CIS were debated and presented, and the candidates of the Council members were approved, which were presented by the IPA CIS parliaments. The candidate for the Council Chair was nominated the President of Saint Petersburg University of Economy Igor Maksimtsev. As a result of debate, the Commission presented the item on the Rules of Procedure of the Expertise Council for the approval of the IPA CIS Council, and at the IPA CIS plenary sitting the item on public-private cooperation, which would be reported by the Commission Chair Hermine Naghdalyan, was presented.

At the end of the sitting the participants touched upon the works of the regional seminar on the stable development being for the parliamentarians of the CIS Member Nations, as well as the preparation of the parliamentary hearings designed on the theme of digital economy.

The NA deputy Gagik Melikyan, the RA NA Permanent Representative to the IPA CIS Hayk Chilingaryan and the Head of the RA NA Financial Department Artashes Bakhshyan took part in the Budget-Oversight Commission. Issues concerning the IPA CIS activities, particularly, the IPA CIS fees and proportions were debated at the sitting. The debates were mainly held in the context of the recommendations made by the RA NA delegation. Taking into consideration the voiced recommendations a decision was made to debate the abovementioned issue after presenting the additional certificates of the IPA CIS Secretariat.

The NA deputy Vahe Enfiajyan took part in the Permanent Commission on Agrarian Policy, Natural Resources and Ecology. The model draft laws on the assessment of the ecological tourism and ecological damage, as well as the ecological policy and other organizational issues were debated in the sitting. The item of the election of the Deputy Chair of the Commission was also included in the agenda of the sitting: the candidacy of the representative of Azerbaijan’s parliament was presented for that post and was accepted by the Commission, but Vahe Enfiajyan did not take part in the voting.

The Deputy Chair of the NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Araik Hovhannisyan took part in the sitting of the Permanent Commission on Practices of State-Building and Local Government. The participants debated the draft law of the IPA CIS Model Electoral Code, the draft concept of the stable and secure development of the CIS Member Nations, as well as the issues concerning the Committee activities at the sitting. Araik Hovhannisyan presented recommendations on the agenda items, which were adopted and approved by the Commission. Items regarding the works of the seminar to be held for the parliamentarians of the IPA CIS on the theme of the stable development being held on the initiative of the Permanent Commission also were debated.
